SBLO Overview
JCVI works with the Small Business Liaison Officer (SBLO) to ensure that there is diversity in procurement and business contracts.
The JCVI Small Business Liaison Office (SBLO) is part of the Procurement and Contracts Department. Its primary function is to assist all departments comply with equal opportunity procedures for the acquisition of goods and services. The SBLO directs and participates in outreach activities which identify and encourage the use of goods and services from qualified and diverse small businesses to JCVI.
SBLO Responsibilities
The SBLO is responsible for finding diverse, small businesses as suppliers of goods and services for consideration. These small businesses include but are not limited to:
- Small
- Small, disadvantaged
- Small, veteran-owned
- HUBZone
- Small, women-owned
- Service-disabled, veteran-owned
SBLO Services
JCVI’S SBLO provides the following services:
- Establishing a relationship between the business community, JCVI buyers, and customers.
- Creating and documenting listings of diverse, small businesses for distribution to purchasers and the Sponsored Projects Office.
- The SBLO is also responsible for educating vendors of the policies and procedures and assisting members of the institute with locating small business owners and using their goods and services.
- Training vendors on how to conduct business with JCVI
- Creating a small business subcontracting plan for diverse small/ small, disadvantaged businesses for federal contracts that exceed $700,000
- Increasing the awareness of employees on the subject of equal opportunity in business contracting.
- Promoting the small business program in publications.
- Creating and documenting listings of diverse, small businesses for distribution to purchasers and the Sponsored Projects Office.
- Establishing a relationship between the business community, JCVI buyers, and customers.
- Promoting and participating in trade fairs to communicate JCVI’S commitment to equal opportunity in procurement and business contracting.
- Develops government subcontract plans in compliance with the Federal Acquisition and Defense Federal Acquisition Regulations.
- Prepares "Good Faith Effort" Diverse Supplier usage proposals
- Submits Diverse Supplier compliance reports to applicable governmental agencies
Diverse Supplier Goals for Federal Contracts in excess of $700,000 ($1.5 million for construction of any public facility)
- The federal executive agencies has the following statutory goals for small business procurement in the fiscal year 2017:
- 23% of prime contracts for small businesses
- 5% of prime and subcontracts for women-owned small businesses
- 5% of prime and subcontracts for small disadvantaged businesses
- 3% of prime and subcontracts for service-disabled veteran-owned small businesses
- 3% of prime subcontracts for HUBZone small businesses

How to be considered as a supplier for Federal Contract purchases
- To be part of our contract approved supplier list, you must register with SAM. To view details on who must register with SAM.
- Businesses must be certified in order for JCVI to get credit for using them under federal contracts. SBA certification is free of charge.

How to Become a Small Business Supplier to JCVI
If you are a small business interested in becoming a supplier to JCVI, we invite you to contact us at [email protected] to schedule a meeting with our purchasing department. You may also schedule a vendor show to present your product and service offerings to our researchers, and for us to share more about our Supplier Diversity Program.
Although we would like to provide opportunities to all suppliers who have an interest in JCVI, we are not able to do business with every company that contacts us. But we welcome the opportunity to build strong, rewarding relationships with high-quality, diverse suppliers and service providers in our communities.
If someone at JCVI would like to do business with your company, we will issue a new vendor form requesting information about where to email a copy of the purchase order, where to mail checks, and contains an optional section for suppliers to identify themselves as a small and/or diverse business as well as a copy of your company’s W-9.
Suppliers must complete the step above to be considered for "opportunities" at JCVI. The information supplied will be used to determine whether your product or service is needed by the Institute.
General items needed for the registration process include:
- Obtain a D-U-N-S Number
- Find the NAICS Codes for Your Company
- Your Federal Tax Identification Number (TIN or EIN)
Small Business Resources
Small Business Administration (SBA)
For JCVI's federal contracts to receive credit for using diverse suppliers, the business must be certified by the Small Business Administration (SBA). The SBA will certify qualified businesses for 8(a) Business Development Program and HUBZone Empowerment Contracting Program.
System for Award Management (SAM)
The System for Award Management (SAM) is the Official U.S. Government system that consolidates the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site.
US Department of Veteran Affairs (VET)
This site provides information about the Center for Verification and Evaluation (CVE) efforts to verify Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs). SDVOSBs and VOSBs who want to participate in the VA’s Veterans First Contracting Program must be verified by CVE in order to be eligible for VA contract set-asides.
